Article 2 These rules are applicable to power enterprises at all levels and wind farms in Xinjiang Autonomous Region

Article 3 the wind power abandoned by the wind farm refers to the power that can be generated but not generated by the wind farm due to the influence of the full power load and peak shaving capacity, or the restriction of the power transmission channel and the need for safe and stable operation. This power does not include the internal transmission loss of the wind farm, auxiliary power and the power that cannot be generated due to the failure and maintenance of the fan's own equipment

Article 4 the calculation methods of abandoned wind power of wind farms in Xinjiang are model fan method, wind tower extrapolation method and engine room wind speed method. The wind farm can choose one or more calculation methods according to the specific situation

Article 6 the number of wind farm model machines shall not exceed 10% of the total number of wind turbines in the wind farm. In principle, the determination of the wind farm model machine is designated by the power dispatching agency. According to the geographical location and terrain, and taking into account the micro wind conditions, it is evenly distributed, giving full consideration to the units of different models and capacities, and determining the benchmark wind turbine combination according to the exhaustive method and genetic algorithm, so as to accurately reflect the overall actual power generation capacity of the wind farm

Article 7 after the determination of the sample fan, the wind power enterprises and power dispatching agencies shall test the rationality of the determination of the sample fan during the period of unlimited power supply. Article 9 in consideration of the uncertainty of wind power generation, wind power enterprises should conduct self-examination on the rationality of the determination of model wind turbines every month. If the test results are unqualified, they should report to the power dispatching agency for filing and then make adjustments; The power dispatching institution shall conduct spot check on the rationality of the determination of benchmark fans of Xinjiang regional wind farms every quarter. If the test results are unqualified, the wind power enterprise shall be ordered to rectify

Article 13 the provincial dispatching agency is responsible for receiving the data uploaded by each wind farm, calculating the abandoned wind power according to the data of each wind farm and the selected calculation method of abandoned wind power, and publishing it to each wind farm every month. Each wind farm can also calculate the amount of abandoned wind energy according to the measured data. If there is a deviation between the calculated data and the data of the dispatching agency, which requires the operator to carefully remove dust and clean the equipment, it can be corrected jointly with the dispatching agency. If no agreement can be reached on the amendment result, it shall be arbitrated by the Xinjiang regulatory office of the national energy administration

Article 14 If the uploaded data of the wind farm deviates greatly from the measured data of the dispatching agency, the dispatching agency has the right to check the uploaded data.
